Study: Rapid Development of Satellite Mega-Constellations Risks
Tragedies of the Commons

A study reported in Nature, "Satellite mega-constellations create
risks in Low Earth Orbit, the atmosphere and on Earth," in
Scientific Reports (May 2021) by Aaron C. Boley and Michael
Byers, says the rapid development of mega-constellations risks
multiple tragedies of the commons. That could include tragedies
to ground-based astronomy, Earth orbit, and Earth's upper
atmosphere. The study asserts that international cooperation is
urgently needed, along with a regulatory system that takes into
account the effects of tens of thousands of satellites.

"[T]he connections between the Earth and space environments are
inadequately taken into account by the adoption of a consumer
electronic model applied to space assets," the authors said. "For
example, we point out that satellite re-entries from the Starlink
mega-constellation alone could deposit more aluminum into Earth's
upper atmosphere than what is done through meteoroids; they could
thus become the dominant source of high-altitude alumina."

The authors say their study shows that untracked debris will lead
to potentially dangerous on-orbit collisions on a regular basis
due to the large number of satellites within mega-constellation
orbital shells. The total cross-section of satellites in these
constellations also greatly increases the risk of impacts due to
meteoroids. De facto orbit occupation by single actors,
inadequate regulatory frameworks, and the possibility of
free-riding exacerbate these risks.

According to Boley and Byers, in 2 years, the number of active
and defunct satellites in low-Earth orbit (LEO) has increased by
over 50%. "SpaceX alone is on track to add 11,000 more as it
builds its Starlink mega-constellation and has already filed for
permission for another 30,000 satellites with the [FCC]."

More than 12,000 trackable debris pieces are already in low-Earth
orbit, typically 10 centimeters in diameter or larger, the study
asserts. Including sizes down to 1 centimeter would raise the
debris count to about a million inferred debris pieces that could
threaten satellites, spacecraft, and astronauts due to their
orbits crisscrossing at high relative speeds.

Simulations of the long-term evolution of debris suggest that LEO
is already in the protracted initial stages of a mushrooming
collision scenario, but that this could be managed through active
debris removal. The addition of satellite mega-constellations and
the general proliferation of low-cost satellites in LEO stresses
the environment further, the study posits.

Radio Exterior de España cumple 80 años

Radio Exterior de España (REE) celebra este martes 15 de marzo
sus 80 años revalidando el poder de la Onda Corta en la guerra de
Ucrania por la censura informativa que impone el gobierno ruso.

El 15 de marzo de 1942 comenzaron de forma regular las emisiones
de RNE en Onda Corta. Desde entonces, ha ido viviendo los tiempos
que le ha correspondido. Como forma de propaganda durante la
dictadura franquista, como vínculo entre la emigración y sus
familias o como reflejo de una España democrática y moderna.

Ocho décadas después, el canal internacional de la radio pública
sigue asumiendo su misión de servicio público que tiene
encomendada por ley, difundiendo sus contenidos en el ámbito
internacional y alcanzando una cobertura global a través de todas
aquellas plataformas en las que resulta posible: Onda Corta,
Internet, satélite, Televisión Digital Terrestre (TDT), Digital
Audio Broadcasting (DAB), aplicaciones para teléfonos móviles o
tabletas y agregadores de altavoces inteligentes.

El español y lo español suscita interés en todo el mundo. Radio
Exterior de España lleva a todo el mundo la actualidad y la
realidad de nuestro país, difundiendo la posición española y las
relaciones económicas o comerciales. Pero, sobre todo, es voz de
una lengua y una cultura común a 550 millones de personas e
idioma oficial en 21 países.

El poder de la onda corta

niQlaloran muy positivamente las emisiones de Onda
Corta. Muy especialmente las personas de la flota pesquera
española que faena en alta mar, puesto que es la única
alternativa realista y económicamente viable de la que disponen
para conocer la actualidad de nuestro país. También es un
servicio ampliamente apreciado y escuchado por las Fuerzas
Armadas con misiones españolas en el exterior, la red diplomática
y consular en el extranjero, la Cooperación española, los
misioneros españoles en el mundo, la población española en el
extranjero, los hablantes de español y los extranjeros
interesados por la cultura española.

En plena era digital, la alternativa a la propaganda, al control
o bloqueo de Internet y a las redes sociales es la Onda Corta. Se
emite en abierto, su recepción es gratuita y no puede
interferirse. Tampoco puede identificarse a ningún oyente, como
sí que ocurre con la radio online o los podcasts. Esta última
peculiaridad, común a toda la radiodifusión sonora en abierto, es
muy importante en caso de conflicto armado, puesto que puede
llegar a peligrar la vida de una persona simplemente por la
información que está recibiendo.

Hoy día es posible adquirir receptores con Onda Corta y todavía
existe un parque de receptores que pueden sintonizarla.
Especialmente en vehículos, en donde era una opción muy común
hasta hace no tanto tiempo. De hecho, siguen comercializándose
receptores integrados de Onda Corta en los sistemas multimedia
que incorporan los vehículos nuevos. E incluso receptores
aftermarket de fabricantes de electrónica de consumo para
vehículos con cierta edad y que aún conservan el célebre hueco
para alojar el receptor en sus salpicaderos.

El servicio de radiodifusión en onda corta está muy lejos de
desaparecer. Todo lo contrario. Según los últimos datos
disponibles, existen 114 emisoras de Onda Corta en la zona UER.
De hecho, grandes radios internacionales mantienen su presencia
en la Onda Corta hacia zonas de interés estratégico.

Es el caso no sólo de Radio Exterior, sino también de la BBC,
Radio France Internacional, DW, ORF, Radio Vaticano, La Voz de
América, Radio Internacional de China, Radio Habana Cuba,
Radiodifusión Argentina al Exterior, NHK Radio Japón, Radio
Taiwán Internacional, Radio Praga Internacional, Radio Rumanía
Internacional o la propia radio pública ucraniana UA:PBC. Además,
muchos de estos servicios exteriores de otros países cuentan con
programación en español.

En plena era de Internet, satélites y redes sociales, la Onda
Corta de Radio Exterior de España se manifiesta de gran utilidad
para ejercer el compromiso democrático de la difusión de
información contrastada, seria, veraz y honesta. Sus 80 años de
historia así lo demuestran, colocándola en una situación muy
favorable para seguir cumpliendo en el futuro una misión que no
puede desempeñar ninguna otra emisora de nuestro país. No sólo en
español, sino también en inglés, francés, árabe, ruso, portugués
y sefardí.
