Media Group: Press Freedom Slipping in Some Countries

A new Reporters Without Borders index cites hot spots in the
Middle East, Africa and Asia as being among the worst offenders
of press freedom. The journalism rights group also says there has
been a significant decline in press freedom in the United States.

Reporters Without Borders says Syria has become an increasingly
dangerous place for journalists during the nearly three-year
conflict between the government and the opposition.

The group's U.S. director, Delphine Halgand, said Syria ranks
near the bottom of the index of 180 countries. "You have to keep
in mind that more than 130 news providers have been killed in
Syria since the start of the conflict in March 2011, including 45
since last year. On top of that, at least 16 foreign reporters
and 26 journalism providers are right now detained, kidnapped or
missing," she said.

Elsewhere, Halgand said a "privatization of violence" is
problematic in some African countries.

"What we mean is that non-state groups are the main source of
violence against the media. This is the case in many countries in
Africa like the M23 in the [DRC] Congo or the al-Shabab group in
Somalia," said Halgand.

Reporters Without Borders looked at factors including
transparency, media independence and level of abuses in its
annual ranking of countries.

It says government attempts to crack down on social media sites
and bloggers played a role in Vietnam's low index ranking of 174.

Viet Youth for Democracy co-founder Huong Nguyen said several of
her friends who are bloggers have been jailed for using social
media to express their views.

"The thing with social media is that it is so difficult for the
government to control what people are talking about and for
people to use and to discuss public affairs in the social media.
That is why there has been a lot of focus from the Vietnamese
government on restricting the freedom of information on the
Internet," she said.

Reporters Without Borders says a government "hunt" for leaks and
whistleblowers played a role in propelling the U.S. ranking down
13 positions to 46 on the index.

The group cited cases such as the one involving Bradley Manning,
a former Army intelligence analyst sentenced to 35 years in
prison for passing classified documents to the anti-secrecy group
WikiLeaks.

The New York Times investigative reporter, James Risen, commented
on the U.S. ranking on the index. "I think 2013 will go down as
the worst year for press freedom in the United States in modern
history. I think it's the crackdown on reporters, on
whistleblowers and the efforts by the [Obama] administration and
the national security apparatus of the government to limit the
amount of information that the public can find out about."

Reporters Without Borders says Panama, the Dominican Republic,
Bolivia and South Africa are among countries that have made
progress toward press freedom over the past year.

Microsoft Accused of Censoring Bing Chinese Search Results

An Internet freedom advocacy group has accused Microsoft of
censoring Chinese language results on its Bing search engine for
users in the United States.

GreatFire.org said the censored results are appearing for search
terms such as the Dalai Lama, the Tibetan spiritual leader who is
regarded by Beijing as a "splittist."

Percy Alpha, with GreatFire.org, told VOA that Bing appears to be
filtering out links and stories that Chinese authorities would
view as damaging.

"If I search Dalai Lama, almost all results on the first page,
even on international Bing, are from Chinese [state-controlled]
media... and the Bing results mostly portray Dalai Lama in a
negative way," said Alpha.

The results differ from the same Chinese language searches on
Bing's rival Google, which does not appear to be limiting
results.

Seemingly censored Bing results also appeared when searching for
terms, such as FreeGate, a popular censorship circumvention tool.

In some instances, Bing provided a notice saying that search
results had been removed because of Chinese laws and regulations.

Western companies have long been accused of complying with
censorship demands in order to do business in China, which has
nearly 600 million Internet users.

However, Alpha said that what makes this case different is that
Microsoft appears to be filtering certain results for not only
users in mainland China, but also in the United States.

Bing on Wednesday denied the censorship accusations. In a
statement, Bing said it does not apply China's legal requirements
to searches conducted outside of China.

It did acknowledge, however, that an error in its system
triggered "incorrect results removal notification for some
searches." However, Bing insisted the results themselves were
uncensored outside of China.

Responding to the Bing statement, Alpha told VOA that nothing has
changed, and that the results were still "clearly altered."

Alpha believes business interests may be at play.

"Microsoft has traditionally a really good relationship with
China compared to other IT companies. So I think Chinese
authorities may have asked them for a favor and they just did it.
And there's a huge market share in China. Even though the server
itself is not in China, Microsoft has huge business interests in
China. Therefore, they might just comply with Chinese authorities
to keep a good relationship with them," said Alpha.

Microsoft has been slammed in the past by rights groups for
censoring the Chinese version of Skype. It also drew condemnation
in 2005 when it shut down the Chinese-language blog of journalist
and activist Michael Anti.

Sochi Games Present Hacking Minefield

The U.S. State Department is warning Americans traveling to the
Olympic Games in Sochi, Russia, not to expect much in the way of
privacy.

Specifically, the State Department says travelers should not
expect privacy when using electronic devices because of the
"System for Operative Investigative Activities," commonly known
as "SORM," law.

That law, according to the State Department, "permits the
monitoring, retention and analysis of all data that traverses
Russian communications networks, including fax transmissions,
telephone calls, internet browsing and e-mail messaging."

Russia is also a hotspot for criminal hackers who have proved
very adept at stealing information from electronic devices.

"The Russian SORM, coupled with the Russian organized crime
presence, one should expect that any electronic device usage will
have little if any privacy, said Christopher Burgess, CEO of
Prevendra, Inc., an Internet security firm. "I recommend visitors
use throw-away cell phones for contact and do not engage in
electronic banking. Your data is being shared."

Last year, the State Department's Bureau of Diplomatic Security
advised travelers to "consider traveling with ‘clean' electronic
devices—if you do not need the device, do not take it."

Furthermore, they advised removing "all personal identifying
information" and to remove or sanitize sensitive files.

Wi-Fi connections should be turned off "at all times," according
to the State Department.

"Do not check business or personal electronic devices with your
luggage at the airport. Do not connect to local ISPs at cafes,
coffee shops, hotels, airports, or other local venues. Change all
your passwords before and after your trip," State warned.

The State Department said to "assume any electronic device you
take can be exploited."
