Please send reception reports to radiogram@voanews.com.

And visit voaradiogram.net.

We begin with one more experiment involving QR codes.

If we transmit the VOA Radiogram website URL as plain text, it
takes about eight seconds:

voaradiogram.net

Now if we transmit the URL as an MFSK32 gray-scale image
including the QR code, it takes about one minute:

Sending Pic:223x222;

After reception on shortwave, the image may be too fuzzy for a
successful decode.

Another way to transmit the QR code is as UTF-8 block elements.
These benefit from the error correction of any of the MFSK text
we transmit. This transmission of the QR as block elements will
require 1 minute, 51 seconds ...

We can speed up the transmission of the QR code by switching to
the faster but less robust MFSK64 mode.

VOA Radiogram now changes to MFSK64.

There will be 10 seconds of silence after the RSID in case the
mode must be changed manually ...

European Court: Turkey’s Blocking of YouTube Was Illegal

VOA News
December 01, 2015

The European Court of Human Rights ruled Tuesday that Turkey
violated the European Convention on Human Rights by blocking
video-sharing website YouTube for more than two years.

Ankara had banned access to YouTube between May 2008 and October
2010, alleging that the website contained 10 videos deemed
insulting to the memory of Mustafa Kemal Ataturk, the founder of
modern Turkey, the court said.

Three Turkish law professors had filed a complaint with the court
in 2010, after a Turkish criminal court ordered access blocked to
YouTube.

The Strasbourg-based human rights tribunal ruled that blocking
the website had infringed on the right of teachers to "receive
and impart information" and that there had been a "violation of
Article 10 (freedom of expression) of the 1950 European
Convention on Human Rights, of which Turkey is a signatory.

Before the ban, YouTube had been the fifth most popular site in
Turkey. Under then-prime minister and now President Recep Tayyip
Erdogan, the country has topped the Google list of clients
requesting content removal.

Last year YouTube also accused Turkey of intercepting its
Internet domain and redirecting users to other sites.

The lengthy ban on YouTube and other websites had raised concern
about freedom of expression in the country.

The government blocked Twitter and YouTube in March 2014 after
they were used to upload audio recordings implicating Erdogan and
his inner circle in an alleged corruption scandal.

In April 2015, Turkey also briefly banned YouTube and Twitter
after a court ordered them to remove images of a prosecutor held
at gunpoint by far-left militants.

Erdogan and the ruling Justice and Development Party (AKP) have
repeatedly been criticized for using court orders to block
critical websites.

Government critics have said that the crackdown on the sites
reflects growing authoritarianism in Turkey.

Solar Plane Backers Raises $20M to Resume Record Trip

Reuters via voanews.com
November 30, 2015

ZURICH - The Swiss solar-powered plane whose record-setting,
round-the-world flight was put on hold in July by weather and
battery trouble has raised the $20 million it needs to finish the
trip, co-founder and pilot Andre Borschberg said Monday.

Borschberg, at the United Nations' Paris climate summit with
co-pilot Bertrand Piccard, said backers making contributions
include chemical-maker Solvay, Swiss lift-maker Schindler, power
grid-maker ABB and Swatch's Omega brand.

Borschberg and Piccard had hoped to finish the 35,000-km
(21,748-mile), multi-leg circumnavigation in 2015, leaving from
Abu Dhabi in March.

First, crosswinds in China caused weeks of delays. Then, when its
batteries overheated during a record-breaking five-day,
five-night Pacific crossing from Japan to Hawaii in July, the
plane was forced to winter inside a hangar at Kalaeloa.

"The financial side is under control," said Borschberg, a former
Swiss Air Force fighter pilot and co-founder of Solar Impulse.

"We are all very focused and looking forward to continuing next
year," said the 62-year-old, who flies solo, alternating between
pit-stops with Piccard at the controls of the single-seat plane.

Solar Impulse's budget since 2004 is now some $170 million.

The plane has 17,248 solar cells and a wider wing-span than a
Boeing 747. It weighs as much as a five-seater family car.

Flight plan

Borschberg said he plans to start test flights around March and,
barring obstacles, will begin the 2,500-mile leg from Hawaii to
North America in April, when daylight hours are sufficient to
recharge the batteries.

West Coast stops have been left open to accommodate potentially
fickle weather. Vancouver, as well as San Francisco, Los Angeles
or Phoenix, are all candidates, Borschberg said.

The pilots also expect a U.S. Midwest pit-stop followed by New
York's John F. Kennedy Airport, before crossing to either Europe
or North Africa and, finally, Abu Dhabi.

"We know we can do it, but it remains a challenge," Borschberg
said.

He hopes a year's delay will not undermine the message he aims to
spread at the Paris climate talks: Deploying renewable energy
technology will help stop climate change.

"That's what we used to make it feasible to fly day and night
with the sun only," he said. "That's what we certainly could
implement on a larger scale."

Weird Prehistoric Beast Conjures Up Images of 'Star Wars' Queen

Reuters via voanews.com
December 02, 2015

What does a strange giraffe-like animal with three horns atop its
head and a set of fangs that roamed Europe about 15 million years
ago have in common with a pretty young queen from the "Star Wars"
movies?

Plenty, according to the scientists who on Wednesday announced
the discovery in Spain's Cuenca province of beautifully preserved
fossils of the creature.

They gave it the scientific name Xenokeryx amidalae, meaning
"strange horn of Amidala," referring to the "Star Wars" character
Queen Amidala, played by actress Natalie Portman.

The peculiar shape of Xenokeryx's largest horn was "extremely
similar to one of the hairstyles that Amidala shows off in 'Star
Wars' Episode 1 when she is the queen of her home planet Naboo,"
said paleontologist Israel Sanchez of the National Museum of
Natural History in Madrid.

Xenokeryx was a herbivore about as big as an average deer.

The males had two small horns like those of a giraffe above their
eyes and a larger one shaped a bit like the letter "T" on the
back of their head. The males also boasted enlarged sabre-like
upper canines that likely were used for display to impress other
members of the species, Sanchez said.

Females were hornless and fangless.

Xenokeryx lived in a warm grassland environment with rivers
alongside rhinos, elephant relatives, deer, horses, crocodiles
and "bear-dogs," a now-extinct group of large predators.

Xenokeryx probably ate leaves, fruit and roots.

The modern animals most closely related to Xenokeryx are the
giraffe and the okapi, both found in Africa, although Xenokeryx
did not have their long necks, Sanchez said.

The creature belongs to an extinct group of ruminants called
palaeomerycids whose fossils have been found from Spain to China.
Ruminants today include cattle, sheep, goats, deer, giraffes and
antelopes.

The discovery of the Xenokeryx fossils — one adult individual and
two juveniles — enabled the scientists to determine where
palaeomerycids belonged in the ruminant family tree, ending a
decades-long debate, Sanchez said.

"It is strange, it posed a good phylogenetic [evolutionary
history] problem, it is fun to reconstruct and it is a window to
the marvels of the past," Sanchez said of Xenokeryx. "In this
case, being a life-long 'Star Wars' fan, it was great to mix my
two passions."
