The German communications regulator Bundesnetzagentur has changed its mind about
allowing digital modes on shortwave broadcast transmitters in Germany.
Apparently BNetzA thought that Channel 292 was transmitting the text and images
in single sideband (SSB), which is how amateurs, military, etc, transmit the
digital modes. Now that they know that the MFSK32 and other modes are sent as
program audio on an analogue amplitude-modulation shortwave transmitter, their
objections were withdrawn. (It's similar to A2A modulated CW.)
BNetzA prefers that the term MFSK32 not be used to describe these broadcasts,
but we have to specify the mode so that you can set Fldigi or other decoding
software to the correct mode. In any case, the weekly MFSK32 transmission will
resume on The Mighty KBC, and DigiDX will return to Channel 292.........

transmit a minute of MFSK32 Sunday at about 0220 UTC (Saturday 10:20 pm EDT) on
6040 kHz, via Germany. Sometimes the MFSK32 is as late as 0228 UTC. Reports for

Hello and welcome to DigiDX 8, a weekly review of the latest shortwave and DX news broadcast in the MFSK32 mode. This broadcast includes shortwave news and reception reports and PrimeTimeShortwave.com’s A16 schedule for English broadcasts to Europe and North/South America.
The A16 schedules English to Europe are included in the main 1500Hz broadcast in MFSK32 but after 3 minutes on 2200Hz the A16 English schedules to the America’s starts and will be broadcast for 19 minutes. To decode either record and playback the episode and decode both separately or open two copies of FlDigi / MultiPSK (or one of each if you are having problems opening two instances of the same software).
Also included after the feature is another attempt to broadcast a MIDI audio file, this time in Olivia 64-2000 mode.

The good news after last week's worries over broadcasts from Germany via Channel 292 or Radio 700 is that DigiDX and other digital mode broadcasts are now again permitted via German transmitters.
Thanks to Rainer from Channel 292 for speaking to the German regulator “Bundesnetzagentur” to establish that as long as broadcasts are “Analogue MFSK32 via AM/A3” (which DigiDX has always been) they will be allowed.

Iran to end shortwave broadcasts in English
IRIB looks as if it is to end shortwave broadcasts in English if the email that has been sent out this week is anything to go by:
“Dear Stephen, Warm greetings from IRIB English Radio Broadcast IRIB English radio has recently planned to broadcast its programs via Internet and satellite and based on this plan, the shortwave broadcast of our radio will be unfortunately discontinued. As a radio hobbyist and an audience of IRIB English Radio based in Tehran, Iran, what do you think about this idea? Do you think we should take this measure and act as we have planned or you still prefer to follow our programs via shortwave radio? Please let us know and help us to make the best decision. Best Regards”
Although it initially suggested the decision has been made, it does leave the door open for emails to them to be able to affect the final decision. The email address to send your emails to is englishradio@irib.ir
Radio Canada International via Radio 700 update
As
mentioned last week on DigiDX, Radio Canada International did start its
broadcast on Channel 292. DXLD listener Richard Langley wrote to Christian
Milling director of Radio 700 and was told that Radio 700’s associated
company “ShortwaveService” have set up an Every Saturday between 1400-1430 on 7310kHz will be a programme in English and on 6005kHz between 1430-1530 a French language broadcast. Radio 700 are also still in discussions with Radio Belarus to continue the relay of their German service on 3985kHz.
Madagascar World Voice update
Last week on DigiDX we also mentioned about the new shortwave station Madagascar World Voice, however Victor Goonetilleke has brought news from one of their programme hosts Henry Huffard that they are temporarily off air. This is due to a defective part at their transmitter station and the wait for a new part to be shipped to Madagascar. MWV was putting out a very good signal well recieved in Europe and North America so hopefully the new part is with them soon.
Radio Habana Cuba to launch in Italian
Radio Habana Cuba who recently launched an Italian section on their website have announced that Italian shortwave broadcast will also soon start daily for 30 minutes. Arnie Coro from RHC is attempting to find more Italian speaking editors to work and produce the programme so it can be put on the air.

This text is a Base64 encoded MIDI file which can be converted to to MP3 by going to http://midi.digidx.uk (and select the Submit option) or go tohttp://www.motobit.com/util/base64-decoder-encoder.asp choosing to decode the data and export to file, the file can then be renamed a .MID file and then the MIDI file can be opened in Winamp or a similar software. Last week the Midi file was Radio Moscow's interval signal.

UK Journalist to Appeal as Seoul Blocks his Site on N. Korea

SEOUL - A British journalist who runs a website that documents
North Korean technology issues said Tuesday that he'll appeal a
decision by South Korean authorities to block his site for
allegedly violating the country's National Security Law.
Martyn Williams, whose North Korea Tech website has been blocked
in South Korea for almost two weeks, said the site does not
violate the security law, which bans praising, sympathizing or
cooperating with North Korea. The website "doesn't seek to
glorify or support North Korea," Williams, who is based in San
Francisco, said in an email.
Williams has written about issues ranging from cellphone usage in
North Korea and its satellite technology, to a little-known
computer operating system developed by North Koreans. He said
much of the content on his website is based on announcements made
by the North and South Korean governments and reports in the
media.
The South's Korea Communications Standards Commission confirmed
Tuesday that it decided on March 24 to block the site because it
allegedly violated the security law. The censorship body blocks
websites deemed illegal or harmful to society, such as
pornography, gambling and North Korea's official outlets.
The National Security Law has its origins in the founding of
South Korea in 1948 as a bastion of anti-communism on the
doorstep of the Soviet-backed North. Critics say the law raises
questions about freedom of expression in the democratic country.
Many of the readers of North Korea Tech are researchers,
journalists, diplomats, academics and others interested in North
Korea. Since it was launched in 2010, the website has been
frequently cited by both Korean and international media,
including South Korea's Yonhap News Agency and Dong-A Ilbo daily
newspaper. The website gets about 20,000 monthly visits.
Since late March, users accessing North Korea Tech from South
Korea have been redirected to a warning page saying it is
``legally'' blocked due to "illegal or harmful information."
Sohn Jiwon, a lawyer with the Seoul-based Korea Internet
Transparency Report, said the blocking of the website highlights
how South Korean authorities sometimes censor content that does
not threaten the country's democracy. "As a result, journalists'
right to know about North Korea-related issues is being
violated," she said.

Probe Captures Dramatic Shot of Martian Dust Devil

NASA's Opportunity rover has spotted a very Earth-like phenomenon
on Mars.
The space agency posted a photo of a Martian dust devil twisting
its way across the Meridiani Planum, where the rover has been for
more than 4,000 Martian days. Opportunity touched down on Mars in
2004.
Opportunity's deputy principal investigator Ray Arvidson told the
website Mashable, "This is one of the best dust devils that we
have seen in Meridiani Planum. We are lucky to have captured this
one in an image!"
As on Earth, Martian dust devils are created when a part of the
surface of the planet heats up faster than adjacent areas.
This is not the first time a dust devil has been spotted on Mars.
In 2012, the Mars Reconnaissance Orbiter observed one that was
more than 19 kilometers tall. The Spirit rover also spotted
Martian dust devils.
NASA reports that Opportunity is still working fine and recently
attempted to climb the "steepest slope ever tackled by any Mars
rover," but its wheels kept slipping, preventing it from making
it to the top.
