HFCC B16 schedules released

The High Frequency Co-ordination Conference group have released the B16
Season schedules from the many broadcasters who met in Florida during
September to co-ordinate shortwave frequencies from 30th October 2016 -
26th March 2017.

The B16 schedules for the broadcasters who are members of the HFCC can
be found at http://www.hfcc.org/data/b16/. Most major international
broadcasters and Frequency Management Organization’s are member of the
HFCC which is led by chairman Jeff White, also General Manager of WRMI.
However some broadcasters such as Radio Habana Cuba and Radio Taiwan
International are not members of HFCC and therefore their schedules will
not appear on the HFCC site.

DW English cuts

From the new season schedules it appears that Deutsche Welle have made
a change to their remaining English language broadcasts targeted at
Africa.

Instead of 4 hours of English transmissions each morning, according to
the B16 schedules there will just be one hour in English each day at
1600UTC on the following frequencies:

9820 via Meyerton
15290, 15315, 17690 via Issoudun
17710 via Dhabayya

MightyKBC 6095kHz to Europe schedule

MightyKBC has announced 3 extra broadcasts to Europe on 6095Khz over the
coming months. The schedule is:

October 30 6095 kHz 12:00 - 13:00 UTC.
November 27 6095 kHz 12:00 - 13:00 UTC
December 25 6095 kHz 09:00 - 16:00 UTC

MightyKBC will also continue its weekly broadcasts from Nauan targeted
to North America each Saturday at 0000 on 6145kHz.

Special DRM broadcasts

This year’s annual General Assembly of the Asia-Pacific Broadcasting
Union will be hosted by the Indonesian public broadcaster, RRI, in Bali.
DRM will feature not only in the meetings of the specialised committees
but also concretely with a live medium wave transmission on 20-24
October from one of the RRI MW transmitter in Denpasar, Bali on 1206
KHz.

In parallel, Babcock International will transmit BBC World Service
content in DRM short wave from Singapore on 11995 kHz (25 metre band) at
05.00-07.00 GMT.

Almost at the same time with the big gathering on the tropical island of
Bali, the General Assembly of the Caribbean Broadcasting Union (24-27
October) will convene in Havana, Cuba. It will mark a significant moment
as the Digital Radio Mondiale Consortium has announced it will be
bringing the first live digital radio signal transmission to Cuba, the
Caribbean region and parts of northern Latin America, and even as far
north as Florida. The broadcast facilitated by Babcock International
will come from the BBC via its Atlantic Relay station. The DRM
transmission will be in the 13 meter-band on 21720 kHz and will carry
BBC World Service programmes in English. Additional multimedia features
of DRM will also be demonstrated on radio receiver screens. The DRM
broadcast will go from 1600 - 1800 GMT on Oct. 24 and 25.

NASA Resumes Resupply Missions From Virginia Spaceport

Rick Pantaleo
VOA Science World Blog
October 17th, 2016

An Orbital ATK Antares 230 rocket carrying its Cygnus cargo
spacecraft (pdf) was successfully sent into space at 7:45PM EDT
(2245 UTC) on Monday, October 17th from the refurbished Pad 0A at
the Mid-Atlantic Regional Spaceport.

The launch site is located on the southern tip of NASA's Wallops
Island Flight facility on the eastern shore of Virginia.

Monday's launch marks the aerospace company's return to the
Virginia launch site after its last attempt to do so, on October
28, 2014, ended with a catastrophic explosion and fire just six
seconds after lift-off.

The Antares rocket, Cygnus spacecraft, as well as its payload
were all destroyed in the fiery accident.

NASA reported the explosion also caused significant damage to the
launch pad which has been repaired and upgraded to accommodate an
upgraded Antares rocket.

Along with the improved launch vehicle, the Cygnus spacecraft
itself was also upgraded to allow for increased payload capacity.
The enhanced cargo ship, which first went into space in December
2015, also sports new fuel tanks and UltraFlex solar arrays
(pdf).

Orbital ATK has a tradition of naming each of its Cygnus
spacecraft after deceased astronauts. This mission's spacecraft
is named in honor of the late Alan G. Poindexter, a former
astronaut and naval aviator. Poindexter, who was selected for
NASA's astronaut program in 1998, flew on two space shuttle
missions during his career as an astronaut.

This resupply mission, called OA-5, is carrying 2,313 kg of
material that includes food, supplies, provisions and emergency
equipment for the ISS crew, as well as the Spacecraft Fire
Experiment-II or Saffire-II that will study the behavior of
combustion in microgravity.

NASA says the Cygnus is scheduled to arrive at the space station
on Sunday, October 23rd, which is a bit later than usual.

Its arrival was delayed to allow for the docking and reception of
a Soyuz spacecraft carrying three new ISS crew members on Friday,
October 21st.

NASA astronaut Shane Kimbrough, along with cosmonauts Sergey
Ryzhikov and Andrey Borisenko of the Russian space agency
Roscosmos are scheduled to be sent to the International Space
Station from the Baikonur Cosmodrome in Kazakhstan on Wednesday,
October 19th at 0805 UTC.

After Cygnus' arrival at the ISS, crewmembers Takuya Onishi of
the Japan Aerospace Exploration Agency and NASA's Kate Rubins
will use the robotic arm of the space station's Mobile Servicing
System to grab, rotate and install Cygnus on the bottom of the
station's Unity module.

According to NASA, the cargo ship will remain attached to the ISS
for a little over three weeks to allow ISS crewmembers to unload
the new supplies and then pack it with waste for disposal.

Cygnus is scheduled to leave the ISS and head for Earth on
November 18th. The space agency says the spacecraft and its load
of garbage is expected to burn up as it reenters the atmosphere.

http://blogs.voanews.com/science-world/2016/10/17/nasa-set-to-launch-iss-resupply-mission/

Kim's note: My son Ian (an aeronutical engineering undergraduate
student) and I watched the launch from the roof of a parking
garage in Arlington, Virginia, about 180 km from the Wallops
Island facility. The Antares rocket appeared as a bright red dot
slowly rising in the southeast sky. Eventually, it disappeared
for a few seconds, to be replaced by a less bright white dot:
apparently the second stage.

One way to follow the progress of the Cygnus supply craft as it
approaches its rendezvous with the ISS is to visit
twitter.com/OrbitalATK .

Pakistan Bans Broadcast of Indian Programs

Ayaz Gul
October 19, 2016

ISLAMABAD - Pakistan has banned Indian programs on local radio
and television stations, the latest casualty of continuing
military and political tension between the two countries.

The state-run Pakistan Electronic Media Regulatory Authority
announced the decision Wednesday, saying the decade-long
unilateral concession is being canceled starting October 21.

The authority warned that violators of the ban would have their
broadcasting licenses suspended without issuance of "show cause
notices."

Indian songs, movies and drama serials have been a regular
entertainment element and a source of revenue for scores of
private radio and television channels operating in Pakistan.

The ban came after the Indian film industry barred Pakistani
actors from its movies, and cinema associations refused to play
movies featuring artists, singers and music directors from the
neighboring country.

Wednesday's announcement comes as Pakistani and Indian troops
engage in intermittent exchanges of fire across the disputed
Kashmir border referred to as the line of control.

The tensions increased after last month's militant attack on a
military base in Indian Kashmir that New Delhi alleges was
planned on Pakistani soil.

Islamabad rejected the charges as an attempt to divert attention
from what it alleges is Indian forces' brutal suppression of a
week of anti-India protests in Kashmir.

India's claim of conducting a so-called surgical strike on the
Pakistani side of the divide of the Kashmir region to eliminate
terrorists trying to cross into India has further fueled
tensions. But the Pakistan military has rejected as baseless New
Delhi's claim of conducting the cross-line-of-control raid, such
an action would have been an act of war.

India's refusal to attend a summit of the South Asian Association
for Regional Cooperation scheduled for next month in Pakistan
prompted Islamabad to postpone it. New Delhi has also vowed not
to play cricket matches with Pakistan in upcoming international
events.

The actions, Indian officials say, are part of their diplomatic
efforts to seek Pakistan's international isolation for allegedly
supporting groups involved in cross-border terrorism in India and
Afghanistan. Islamabad rejects the allegations saying its
anti-terrorism efforts are being internationally acknowledged.

It dismisses the Indian efforts to isolate Pakistan as nothing
but "a ploy to divert international attention from ongoing Indian
oppression" in the divided Kashmir region.

Antenna Fire Puts SAQ Alexanderson Alternator Station Off the Air

October 18, 2016

An early October fire in the SAQ Alexanderson alternator
long-wave antenna is under investigation by the Grimeton World
Heritage Foundation, which owns and manages the station in
Grimeton, Sweden. The fire, attributed to arcing, was quickly
extinguished, and no injuries occurred. The Foundation said that
determining the extent of damage and completing repairs could
take a while.

"There is a risk that the incident will affect the planned
transmissions with the long-wave transmitter SAQ for some time to
come," a Foundation announcement said. The fire will keep SAQ off
the air for a scheduled UN Day transmission on October 24. SAQ,
which operates on 17.2 kHz, also typically schedules
transmissions on Christmas Eve and other occasions.

Dating from the 1900s, the Alexanderson alternator — essentially
an ac generator run at extremely high speed — can put out 200 kW
but typically is operated at less than one-half that power level.
Once providing reliable transatlantic communication, it is now a
museum piece and only put on the air on special occasions. It was
built in the 1920s.

You will need a receiver capable of decoding DRM. Some SDR
receivers (hardware plus software) can do this if combined with
the Dream DRM decoder from drm.sourceforge.net.
