ABC Australia to end shortwave
broadcasts

The ABC will end its shortwave transmission service in the Northern
Territory and to international audiences from 31 January 2017.
The move is in line with the national broadcaster’s commitment to
dispense with outdated technology and to expand its digital content
offerings including DAB+ digital radio, online and mobile services,
together with FM services for international audiences.
The majority of ABC audiences in the Northern Territory currently access
ABC services via AM and FM and all ABC radio and digital radio services
are available on the VAST satellite service.
ABC International’s shortwave services currently broadcast to PNG and
the Pacific. Savings realised through decommissioning this service will
be reinvested in a more robust FM transmitter network and an expanded
content offering for the region that will include English and
in-language audio content.
Michael Mason, ABC’s Director of Radio said, “While shortwave
technology has served audiences well for many decades, it is now nearly
a century old and serves a very limited audience. The ABC is seeking
efficiencies and will instead service this audience through modern
technology”.
The ABC, working alongside SBS, is planning to extend its digital radio
services in Darwin and Hobart, and to make permanent its current digital
radio trial in Canberra. Extending DAB+ into the nation’s eight
capital cities will ensure ABC digital radio services can reach an
additional 700,000 people, increasing the overall reach of ABC digital
radio to 60% of the Australian population.
ABC Radio is also investigating transmission improvements to address
reception gaps in the existing five DAB+ markets. It aims to ensure a
resilient DAB+ service in every capital city, with enhanced bitrates and
infill where necessary.
“Extending our DAB+ offer will allow audiences in every capital city
in Australia equal access to our digital radio offering, as well as
representing an ongoing broadcast cost saving owing to lower
transmission costs,” added Michael Mason.
ABC International’s Chief Executive Officer Lynley Marshall said the
reinvestment from closing international shortwave services would
maximise the ABC’s broadcast capabilities in the region.
“In considering how best to serve our Pacific regional audiences into
the future we will move away from the legacy of shortwave radio
distribution,” Ms Marshall said. “An ever-growing number of people
in the region now have access to mobile phones with FM receivers and the
ABC will redirect funds towards an extended content offering and a
robust FM distribution network to better serve audiences into the
future.”

listeners can continue to access ABC International services via:\

The 2017 edition of the World Radio TV Handbook has been released. The
Features section for this 71st edition includes articles on Remote
Receivers, A Pacific Radio Adventure, The Mighty KBC station, CKZN St

reminiscence by Vagn Fentz who collaborated on the WRTH editions of
1948-9.

Cassini Probe Beams Back Images of Saturn's Atmosphere

NASA's Cassini space probe has beamed back the first close up
views of Saturn's atmosphere.
The images show the gas giant's northern hemisphere, which is
home to a hexagon-shaped jet stream.
The current phase of Cassini's mission, called Ring-Grazing
Orbits, began November 30, as Casini started 20 week-long orbits
that skim the planet's rings.
"This is it, the beginning of the end of our historic exploration
of Saturn. Let these images, and those to come, remind you that
we've lived a bold and daring adventure around the solar system's
most magnificent planet," said Carolyn Porco, Cassini imaging
team lead at Space Science Institute, Boulder, Colorado.
The new pictures were snapped on December 2 and 3, which NASA
says is "about two days before the first ring-grazing approach to
the planet."
Further ring-grazing will allow Cassini to take some of the
"closest-ever" views of Saturn's outer rings and the small moons
in similar orbits.
Cassini will make the orbits through April 22 when it makes a
close flyby of the moon Titan. That plunge, also called the
"Grand Finale," will take the probe through the gap between
Saturn and its innermost ring beginning April 26.
About three weeks later, on September 15, Cassini will fly
directly into Saturn's dense atmosphere sending back data until
the spacecraft breaks up.
The Cassini probe was launched in 1997 and arrived at Saturn in
2004. Some mission highlights include the possible discovery of
an ocean and hydrothermal activity on the moon Enceladus as well
as liquid methane seas on Titan.

New Kremlin Information-Security Doctrine Calls For 'Managing'
Internet In Russia

Russia's new information-security doctrine calls for the
government to develop "a national system of managing the Russian
segment of the Internet."
The doctrine took effect upon being published on December 6.
Russian President Vladimir Putin signed it the previous day,
superseding a similar doctrine dating from 2000.
The 17-page document broadly outlines the Russian government's
perception of threats to its national interests and security in
the information sphere and priorities for countering those
threats.
Much of it discusses the need to counter the propaganda and
recruitment efforts of terrorist organizations and to secure
computers from cyberespionage and cybercrime.
The call for a system to "manage" the Russian Internet comes
toward the end of the document and is not elaborated.
It may lead to concerns that Putin's government will seek to
increase control over content and use of the Internet, despite
past remarks in which he has said that state authorities should
not restrict Internet freedoms.
Among the threats identified in the document are the expansion of
the use of "informational-psychological influences" by foreign
intelligence services "aimed at the destabilization" of various
regions of the world, including Russia.
The new information-security doctrine comes as the governments of
Western and former Soviet countries accuse Moscow of waging
informational warfare and conducting cyberattacks. U.S.
intelligence agencies accused Moscow of using both tactics in a
bid to influence the U.S. presidential election last month.
'Spiritual And Moral Values'
The Russian document also cites "a tendency toward an increase of
materials containing biased assessments of the state policies of
the Russian Federation in foreign media."
It also asserts that Russian mass-media outlets endure "open
discrimination" abroad and Russian journalists "often encounter
obstacles aimed at keeping them from carrying out their
professional activities."
The doctrine further asserts there has been increased
informational activity targeting Russians, "particularly young
Russians, with the goal of undermining traditional Russian
spiritual and moral values."
It also calls for efforts to "neutralize
informational-psychological activities aimed at disrupting the
historical foundations and patriotic traditions association with
the defense of the Fatherland," which is presumably a reference
to what the Kremlin says are attempts to challenge the Soviet
interpretation of the history of World War II.
Among the strategic priorities it mentions are protecting the
information-security interests of Russian allies and blocking the
activity of foreign states, organizations, and individuals aimed
at undermining Russia's sovereignty or territorial integrity.
The doctrine also calls for "liquidating the dependence of
domestic industries on foreign information technologies" and
ensuring information security by developing effective Russian
technologies.
Russian Internet and cybersecurity analyst Andrei Soldatov told
RFE/RL earlier this month that the Russian government was
actively cooperating with China "on the development of a new,
second phase of the Internet-filtration system" aimed at enabling
the government to monitor and filter online requests for
information.

ABC Exits Shortwave Radio Transmission

The ABC will end its shortwave transmission service in the
Northern Territory and to international audiences from 31 January
2017.
The move is in line with the national broadcaster's commitment to
dispense with outdated technology and to expand its digital
content offerings including DAB+ digital radio, online and mobile
services, together with FM services for international audiences.
The majority of ABC audiences in the Northern Territory currently
access ABC services via AM and FM and all ABC radio and digital
radio services are available on the VAST satellite service.
ABC International's shortwave services currently broadcast to PNG
and the Pacific. Savings realised through decommissioning this
service will be reinvested in a more robust FM transmitter
network and an expanded content offering for the region that will
include English and in-language audio content.
Michael Mason, ABC's Director of Radio said, "While shortwave
technology has served audiences well for many decades, it is now
nearly a century old and serves a very limited audience. The ABC
is seeking efficiencies and will instead service this audience
through modern technology".
The ABC, working alongside SBS, is planning to extend its digital
radio services in Darwin and Hobart, and to make permanent its
current digital radio trial in Canberra. Extending DAB+ into the
nation's eight capital cities will ensure ABC digital radio
services can reach an additional 700,000 people, increasing the
overall reach of ABC digital radio to 60% of the Australian
population.
ABC Radio is also investigating transmission improvements to
address reception gaps in the existing five DAB+ markets. It aims
to ensure a resilient DAB+ service in every capital city, with
enhanced bitrates and infill where necessary.
"Extending our DAB+ offer will allow audiences in every capital
city in Australia equal access to our digital radio offering, as
well as representing an ongoing broadcast cost saving owing to
lower transmission costs," added Michael Mason.
ABC International's Chief Executive Officer Lynley Marshall said
the reinvestment from closing international shortwave services
would maximise the ABC's broadcast capabilities in the region.
"In considering how best to serve our Pacific regional audiences
into the future we will move away from the legacy of shortwave
radio distribution," Ms Marshall said. "An ever-growing number of
people in the region now have access to mobile phones with FM
receivers and the ABC will redirect funds towards an extended
content offering and a robust FM distribution network to better
serve audiences into the future."
