FRENCH 162 KHZ BROADCAST LICENCE
The French Superior Council of Audiovisual (Content), CSA, is calling for
expressions of interest in broadcasting on 162 kHz
They say: In accordance with the provisions of Article 26 of the amended
Freedom of Communication Act of September 30,
1986 and at the request of
the Government, the CSA decided to withdraw from Radio France the use of the
162 kHz frequency for broadcasting of France
Inter.
In order to determine whether the Commission should initiate the procedures
necessary to appeal the 162 kHz frequency,
it decided to issue a call
for expressions of interest for the broadcast of a radio service on the 162
kHz frequency.
Responses are expected no later than January 16, 2017.

GREEK RADIO STILL RECOVERING FROM
THE 2013 LOCKOUT: MEDIUMWAVE RADIO FROM MEGARA TO OPERATE AGAIN
Τhe medium wave broadcasting center of the Greek Radio in Pachi Megara is
likely to go live again after three and a half years,
since the procedures for the
necessary maintenance and repairs have recently been initiated, with a high
possibility that one of the two
transmitters will operate again soon. It is worth noting that the broadcasting
center, which used to host two powerful mediumwave
transmitters (the ones of
multilingual "Filia" and of ERA Sport) had been subject to looting by
burglars, few days after the ERT closure
by the Samaras government, which left the premises unattended. Since then, it
has not operated again
Repairs and maintenance
As revealed by official announcements, ERT is launching a tender for the
maintenance of the building and electricity poles with a budget
of EUR 18,703, while in
December they proceeded with a maintenance of the broadcast center and a
cleaning of the 100 kW mediumwave
transmitter. In November, a dummy load was installed by a team of the ERT
subdivision of structural and electromechanical projects and
they checked the generator
Nautel, which ensures the continuation of the broadcast in case of power
outage. They also installed a
new grounding network in the main building of the transmitters.
Alongside, there were other smaller operations required for the safe operation
of the facilities, such as the placement of fire extinguishers
by a private firm, the restoration of the water supply, the maintenance of fence lighting. In October there was also a visit by a private security
company, in response to a
tender, whereas data were collected for the water insulation and the lighting
of the buildings where the transmitters are placed.
One of the two transmitters in good condition
Information indicates that the theft of 2013 severely damaged the transmitter
of 981 KHz, which ERA Sport had inherited from ERA4 / YENED,
powered 250 kW, and which
intentionally operated at half of its power, to be able to use the single
existing antenna for both
broadcast frequencies. The burglars took away valuable copper from the
components of the transmitter and the cavities of RF duplexers,
i.e. the necessary filters
for the coexistence of two transmitters on different frequencies.
However, the same sources say from the thefts of 2013 one quite recently
bought medium wave transmitter was saved. It is a transmitter
NAUTEL NX100, with a power of
100 kW, which relayed Filia at 666 Khz; it is the same model as the
transmitter which relays today the
First Program from Boyati at 729 KHz. This transmitter was of significantly
lower consumption compared to the older machine, and it appears
to have attracted the efforts
of the engineers.
Since the transmitters of Megara ceased operations, only one national program
has continued to broadcast in the mediumwave from the Bogiati facilities,
which was guarded by the ERT
employees, despite the closure of the broadcaster. Also, another powerful
mediumwave
transmitter, the one of Rhodes, has switched off due to theft. The broadcast
center of Thessaloniki in Malgara also remains closed, while few
locale mediumewave
transmitters continue, such as the ones at Komotini, Corfu, Volos and Tripoli.
Despite the general
intention for savings, the new administration of ERT seems to keep at least
part of its commitment to continue the operation of the structures
that existed before the
closure of ERT.

NORWAY TO SWITCH OFF FM RADIO IN
RISKY, UNPOPULAR SHIFT TO DIGITAL

Norway is set to become the first nation to start switching off its FM radio
network next week, in a risky and unpopular leap to digital technology
that will be closely watched
by other countries considering whether to follow suit.
Critics say the government is rushing the move and many people may miss
warnings on emergencies that have until now been broadcast via the radio.
Of particular concern are the
2 million cars on Norway's roads that are not equipped with Digital Audio
Broadcasting
(DAB) receivers, they say.
Sixty-six percent of Norwegians oppose switching off FM, with just 17 percent
in favor and the rest undecided, according to an opinion poll published
by the daily Dagbladet last
month.
Nevertheless, parliament gave the final go-ahead for the move last month,
swayed by the fact that digital networks can carry more radio channels.
Switzerland plans a similar shift from 2020, and Britain and Denmark are among
those also considering such a switch. A smooth transition to DAB, which
is already beamed across
Norway, could encourage these countries to move ahead.
The shutdown of the FM (Frequency Modulation) network, introduced in the
1950s, will begin in the northern city of Bodoe on Jan. 11.
By the end of the year, all national FM broadcasts will be closed in favor of
DAB, which backers say carries less hiss and clearer sound throughout
the large nation of 5 million
people cut by fjords and mountains.
"We're the first country to switch off FM but there are several countries
going in the same direction," said Ole Joergen Torvmark, head of Digital Radio
Norway,
which is owned by national
broadcasters NRK and P4 to help the transition.
Torvmark said cars were the "biggest challenge" - a good digital adapter for
an FM car radio costs 1,500 Norwegian crowns ($174.70), he said.
One member of the ruling coalition was scathing, however, voicing concerns
similar to those expressed by thousands of elderly and drivers in surveys and
elsewhere.
"We are simply not ready for this yet," Ib Thomsen, an MP from the Progress
Party, a partner in the Conservative-led government, told Reuters.
"There are 2 million cars on Norwegian roads that don't have DAB receivers,
and millions of radios in Norwegian homes will stop working when the FM net
is switched off. So there is
definitely a safety concern," he said.
For the same cost, digital radio in Norway allows eight times more radio
stations than FM. The current system of parallel FM and digital networks,
each of which cost about 250
million crowns ($29 million), saps investments in programs.
Among other nations, Britain plans to review the need for a switchover once
digital listening reaches 50 percent. That could be reached by the end
of 2017 on current trends,
Digital Radio UK spokeswoman Yvette Dore said.

Turkey Moves to Block Internet Access

Even in the best of times, the government of Turkish President
Recep Tayyip Erdogan has had a strained relationship with the
Internet. Ankara repeatedly has tried to restrict various news
and social media sites — such as YouTube and Twitter — during
times of political stress or just to block content it finds
insulting.
Traditionally, the blocks aren't long lasting or very effective,
as many web users in Turkey turned to tools like DNS or Tor to
evade the blocks.
But following recent events — the bombing of an Istanbul
nightclub, the assassination of Russian ambassador Andrey Karlov,
and July's attempted coup d'etat by a faction in the military —
the Erdogan government's posture toward the internet may be
hardening permanently.
Specifically, analysts and civil society organizations say the
Erdogan administration has begun moving aggressively to restrict
internet and mobile phone access to the rest of the web — and for
the first time, is showing no signs of backing off any time soon.
'Devouring force'
Erdogan's antipathy towards the web and social media is nothing
new.
"There is now a scourge that is called Twitter," Erdogan said at
a 2013 rally. "To me, social media is the worst menace to
society!" He has called Facebook "immoral," YouTube "a devouring
force," and has promised to "eradicate" Twitter.
"Erdogan's strategy is to demonize social media," said University
of North Carolina cyber-law researcher Zeynep Tufekci. "It is a
strategy of placing social media outside the sacred sphere, as a
disruption of family, as a threat to unity, as an outside blade
tearing at the fabric of society."
The U.S. State Department has been critical of past efforts by
Turkish authorities to block certain websites or social media
portals, calling such actions an encroachment on free speech. And
in the past, such restrictions were typically short-lived,
creating only temporary blockages.
The reason for Erdogan's bluster and periodic blocks, said
Tufekci, is that Ankara is trying to set or control the
narrative, steering attention away from embarrassing stories
online and casting the internet as a bed of scoundrels and lies.
"Erdogan likely still has enough supporters to win elections, but
to continue to win, he needs to keep them off social media. His
game is to scare them about all that comes from social media,"
she told VOA.
With Turkey facing near-historic pressures internally and
externally, however, some cyber-researchers fear the Erdogan
government's recent crackdown on free expression online and off
is a sign of worse censorship to come.
Persistent restrictions
"When there's an attack, say an explosion, nationwide
restrictions are often imposed," said Alp Toker, a censorship
researcher and spokesperson with the organization Turkey Blocks.
Just minutes after the Karlov assassination, for example, Toker
says they documented a government throttling back of Twitter,
Facebook, YouTube and WhatsApp.
The Turkish government regularly blocks tens of thousands of
websites; among them blogs, news sites, and civil society
organizations, such as opposition parties. What's new and more
troubling, according to Toker, is that these restrictions now
also are accompanied by new efforts to restrict or block access
to Tor and VPN providers – popular tools among Turks for evading
online censorship.
"This was the first time a social media shutdown has been
implemented since sophisticated new controls were introduced a
couple of weeks ago to restrict VPN and Tor circumvention
services," he told VOA. "For many users in Turkey, this was the
first time they were totally blocked off from social media
without recourse to their usual means of getting around the
censorship."
Toker and his fellow researchers say it appears the VPN and Tor
blocks are "here to stay." And that, along with renewed rounds of
journalists being sent to prison, has people worried about what
they can say.
"People are afraid of speaking up, especially online," Toker
said. "Until recently, opposition groups felt things have been
tough, but there are still institutions that can help out. In the
last few months, it looks like the government is ready to go all
the way. People are backing away; from what I've seen, people are
afraid of getting involved."

McDonald's Opens Near Vatican

The Vatican is now in the fast food business, thanks to a new and
controversial McDonald's that opened in a Vatican-owned building
just meters away from the Holy See.
The new establishment, which will operate seven days a week from
6:30 a.m. to 11:00 p.m., opened despite the complaints of
cardinals and locals. The Vatican reportedly will receive a
monthly rent of $31,158 from the fast food chain.
This is not the first McDonald's to open close to the Vatican,
but it is the first in a Vatican-owned building where several
senior cardinals live. One of the cardinals is Gerhard Ludwig
Miller, the prefect of the Congregation for the Doctrine of the
Faith, the Vatican office responsible for overseeing church
orthodoxy.
According to the Italian newspaper La Repubblica, one cardinal
called the "McVatican" "abhorrent" and a "perversion of the
neighborhood."
"It [is] far from the Roman culinary tradition" and "[does] not
offer guarantees for the health of consumers" the cardinal said,
adding it offered "food that I would never eat."
Another chain restaurant, Hard Rock Cafe, recently opened on the
road leading directly to St. Peter's Basilica.

Caversham Park is the home of BBC Monitoring which for over 70
years has been the eyes and ears of the BBC, watching,
translating and analysing the world's media and social media.
David Amanor visits the former stately home to meet some of the
journalists who've witnessed history unfold in their own
countries, from the Cold War to the Syrian conflict.
Senior Editors Simona Kralova and Chris Greenway take us back in
time to tell the story of how this grand house become a hub for
information gathering, from the era of morse code and typewriters
to satellites and social media.
Sifting information from misinformation has always been part of
the service's DNA. Ukrainian Vitaliy Shevchenko, Iraqi Mina
al-Alami, and Source Manager and morse code man Al Bolton discuss
the challenges of sourcing reliable information in the past, and
today.
Watching distressing news from home is part of daily life for
many journalists. Vesna Stancic from Bosnia, Syrian Lina
Shaikhouni and Pinar Sevinclidir from Turkey discuss the personal
impact of living the story.
There are also lighter moments to be enjoyed at Caversham,
particularly for the musical, including Co-ordinating Editor Tom

FEMA Region 10 to Conduct Monthly Interoperability Communications
Exercises during 2017

FEMA Region 10 (Alaska, Idaho, Oregon, and Washington) will
conduct interoperability communications exercises (COMMEX) during
2017 on the third Wednesday of each month, 1500-2100 UTC. The
initial exercise will take place on January 18.
“The intent of this COMMEX is to test and exercise interoperable
communications (federal/state/local/tribal/amateur) during a
major disaster, where communications infrastructure would be
significantly damaged or destroyed,” FEMA Region 10 said in
announcing the exercises. FEMA Region 10 will use the call sign
WGY910. Others that may participate in this exercise include, but
are not limited to, other FEMA stations, SHARES stations, and Air
Force and Army MARS stations. All stations are encouraged to
participate.
The COMMEX will use the five 60-meter channels: 5,330.5 kHz,
5,346.5 kHz, 5,357.0 kHz, 5,371.5 kHz, and 5,403.5 kHz. The area
of operation is the Continental US.
