Presidential Inaugurals, Steeped in History, Morph Over Time

WASHINGTON - The swearing-in of U.S. presidents, a symbolic and
constitutionally-mandated peaceful change of power on January 20,
has not always taken place in Washington, D.C.

The first president of the United States, George Washington, took
the oath of office in 1789 in New York City - which at the time
was the temporary seat of power in the fledgling country after a
hard-fought battle for independence from Britain.

Washington delivered the first inaugural address at New York
City's Federal Hall on April 30 in front of an audience of
10,000, according to the National Archives.

Washington was a tall man who presented an impressive and solemn
figure as he took the oath standing on the second balcony of
Federal Hall. With Vice President John Adams standing beside him,
Washington repeated the words recited by Chancellor Robert R.
Livingston. Washington then kissed the bible that was used in the
ceremony.

According to historical accounts, Senator William Maclay of
Pennsylvania observed that the much-admired Washington trembled
when he faced the assembled representatives and senators.

"This great man was agitated and embarrassed," added Maclay,
"more than ever he was by the levelled Cannon or pointed Musket."

Washington then went to the Senate chamber to deliver his
inaugural address.

After delivering his address, Washington walked up Broadway, New
York City's famed street, which was lined with crowds, to pray at
St. Paul's Chapel.

Later, Washington observed that his presidency, and the nation
itself, were experiments.

Presidential inaugurations later took place the first week of
March, until the 20th Amendment to the Constitution changed the
date to January 20 in 1937.

Low-lying Micronesia Hopes Trump Reconsiders His Stance on
Climate Change

TOKYO - The Pacific island state of Micronesia hopes U.S.
President Donald Trump changes his view on climate change, its
foreign minister said on Tuesday, adding that global warming
poses the biggest threat to low-lying island cotqes.

Trump dismissed climate change as a hoax during his election
campaign and vowed to pull the United States out of the Paris
climate agreement, a deal among nearly 200 countries to curb
global warming.

After his November election victory, he said he was keeping an
open mind on whether to pull out of the accord. Some of his
selections for top jobs in his administration are also skeptical
about climate change.

Micronesia's foreign secretary, Lorin Robert, told a news
conference in Tokyo he hoped Trump would have a change of heart.

"The greatest threat to us Pacific island countries is climate
change," Robert said following a meeting of foreign ministers and
other representatives from Japan, Australia, New Zealand and 14
Pacific island nations.

"I hope that the next president of the United States will have a
different view, in the matter of days, when he takes his office
because I know in his heart he will have an appreciation what
Pacific islanders are all about."

Pacific island nations including Kiribati and Tuvalu are facing
the brunt of climate change with rising seas and more violent
storms raising grave doubts about their futures.

British climate change scientists on Monday asked British Prime
Minister Theresa May to press Trump to acknowledge climate change
risks and support international action to slow global warming.

The countries taking part in the Tokyo meeting included the Cook
Islands, Fiji, Kiribati, the Marshall Islands, Micronesia, Nauru,
Niue, Palau, Papua New Guinea, Samoa, the Solomon Islands, Tonga,
Tuvalu and Vanuatu.

First Freight Train From China to Britain Arrives in London

LONDON - The first China-to-Britain freight train arrived in
London on Wednesday after a 7,500-mile journey, marking a
milestone in China's push to build commercial links across Europe
and Asia.

The train pulled in to Barking, east London, after an 18-day
journey from Yiwu, a wholesale market town in the eastern Chinese
province of Zhejiang.

It had passed through Kazakhstan, Russia, Belarus, Poland,
Germany, Belgium and France, finally crossing under the English
Channel into Britain.

The consignment would have taken nearly twice as long to reach
Britain by sea.

The train brought in a cargo of small commodities including
household items, clothes, fabrics, bags, and suitcases.

Run by Yiwu Timex Industrial Investment, the Yiwu-London freight
service makes London the 15th European city to have a direct rail
link with China after the 2013 unveiling of the "One Belt, One
Road" initiative by Chinese President Xi Jinping.

Carsten Pottharst, managing director of Switzerland-based
InterRail Group, the train's operator, said he hoped there would
be more such runs between China and Britain.

"This moment was important to show that we can run the train in
less than 18 days to the U.K.," he said. "It depends also on how
much cargo we can get from the U.K. to China - if we can manage
to get more trains eastbound, then there could be more."

Oscar Lin, general manager at OTT Logistics, the local UK booking
office for the train, said there had been good interest in the
service.

"This is the first train for a test - we want to know what's the
reaction of the U.K. market," he said. "But we've already
received a lot of inquiries ... 50 or 60 in just two weeks,
without any marketing."

Prime Minister Theresa May has said the relationship with China
remains "golden" as she seeks to bring in billions of dollars in
Chinese investment as Britain prepares to leave the European
Union.

Milky Way Looting Stars from Neighboring Galaxy

According to Harvard astronomers, it appears that our Milky Way
is stealing stars from a nearby satellite galaxy.

Fresh research, based on computer models, suggests that five or
six of the eleven farthest known stars in the Milky Way have been
yanked from the Sagittarius dwarf galaxy.

These stars, located outside of the Milky Way's spiral, are about
300,000 light years from Earth.

There are dozens of these mini satellite galaxies, like the
Sagittarius dwarf, that surround the Milky Way.

Scientists say since the beginning of the universe they have
circled our galaxy several times.

As they do, the Milky Way's tidal gravity pulls on the smaller
galaxies and pulls them apart like taffy.

This allows their stars to migrate toward our galaxy in streams
that can reach as far as one million light-years from the Milky
Way's center.
