La Svizzera apre la strada al DAB+ come "tecnologia di radiodiffusione principale".

Con una decisione che segue di poco l'avvio della procedura di parziale switch-off dell'FM in Norvegia, anche la Svizzera annuncia la procedura di revisione del

testo dell'ordinanza sulla radiotelevisione (ORTV)(https://www.admin.ch/gov/it/pagina-iniziale/documentazione/comunicati-stampa.msg-id-65659.html),

da parte del Dipartimento federale dell'ambiente, dei trasporti, dell'energia e delle comunicazioni (DATEC).

Fino al 26 maggio si discute di due importanti novità. Per le radio locali che coprono gli agglomerati urbani è prevista la fine dell'attuale regime

di concessione con vincolo di programmazione. In altre parole chi trasmette non sarà più tenuto a rispettare aree di copertura e vincoli editoriali attualmente in vigore.
«A partire dal 2020, alle emittenti radiofoniche negli agglomerati urbani non saranno più rilasciate concessioni con mandato di prestazioni e le zone di copertura in vigore

sino a quel momento verranno abolite. Il cambiamento interessa le stazioni che già oggi non beneficiano dei proventi del canone di ricezione.

L'introduzione delle concessioni era stata resa necessaria dalla penuria di frequenze: con la digitalizzazione tale argomentazione ha però perso la sua ragion d'essere.

Le regioni interessate dispongono già di un'ampia offerta editoriale, che non sarà compromessa dalla scomparsa della possibilità di esigere dei mandati di prestazioni.
Una volta libere dai vincoli di programma finora definiti nei mandati di prestazioni, le stazioni commerciali locali godranno di maggiore autonomia.

Potranno così strutturare liberamente i propri programmi e scegliere le strategie più consone al raggiungimento del loro pubblico target
Ma quel che più conta è che dal 2019, la Svizzera intende sostituire col DAB+ l'FM inteso come "tecnologia di radiodiffusione principale
".

Il passaggio definitivo al DAB+ dovrà concludersi entro il 2024 (non è chiaro se questo comporterà lo switch-off di tutte le emittenti oggi operative in FM

o se come in Norvegia resterà la possibilità di operare in analogico per le stazioni locali.

UK: Ofcom rinnova per altri cinque anni le licenze commerciali analogiche. Ma quasi sicuramente sarà l'ultima volta.

Il regolatore inglese Ofcom ha appena rilasciato i documenti relativi alla revisione della procedura di valutazione dei costi per licenze concesse a operatori

di reti nazionali analogiche. Raggiungendo una conclusione che può aggiungere un utile elemento

( https://www.ofcom.org.uk/__data/assets/pdf_file/0022/97240/Classic-and-Absolute-Determinations-2017.pdf )

alla discussione oggi in corso sulle licenze che verranno rilasciate in Italia.
Nel Regno Unito sono attualmente in essere tre licenze commerciali per la radio analogica a livello nazionale.

I titolari sono tre: Absolute Radio, Classic FM e Talk Sport. Tutte e tre le licenze scadono nel 2018 ma un
emendamento del Braodcast Act prevede la possibilità di rinnovarle per altri cinque anni. Si trattava insomma

di capire se i metodi valutativi adottati finora erano efficaci o se bisognasse variare i prezzi che fino a
questo momento erano di 10 mila sterline all'anno a rete (Absolute opera su alcune frequenze FM, Londra inclusa

e alcune in AM in diverse location; Talk Radio dispone di una rete AM che si articola a livello nazionale su
un paio di frequenze; la musicale Classic FM opera, come dice il nome, in modulazione di frequenza).

Ofcom si è chiesta soprattutto se avesse senso aprire il mercato a un nuovo entrante, ma le valutazioni fatte hanno
portato a escludere questa possibilità: licenza a parte, un nuovo entrante sarebbe costretto ad affrontare costi

iniziali che il potenziale di mercato di una rete analogica non riuscirebbe mai a coprire. La radio
analogica, scrive Ofcom, perde continuamente ascoltatori a favore del digitale, per la modulazione di ampiezza

in particolare questo implica da un lato un progressivo aumento del costo per ascoltatore (se tengo acceso lo
stesso impianto che prima serviva 5000 persone e oggi ne serve 2.500, i miei costi/ascoltatore raddoppiano),

dall'altro una diminuzieueiel valore e di conseguenza dei fatturati pubblicitari.
L'esito di questa analisi ha portato Ofcom ha riconfermare il costo di 10 mila sterline annuo a rete e a confermare

l'azzeramento del versamento dei cosiddetti PQR, percentage of qualified revenue, la percentuale sui
ricavi che un titolare di licenza dovrebbe assicurare allo Stato che rilascia tale licenza. Ovviamente,

anche un PQR a valore zero testimonia la forte svalutazione percepita nei confronti della radiofonia analogica. Ora
Classic e Absolute avranno rispettivamente un mese e due mesi di tempo per accettare le nouve condizioni e rinnovare

per altri cinque anni il diritto a trasmettere. Per Talk Sport le rivalutazioni sono ancora allo studio,
ma per il momento nulla lascia a presagire che la licenza non verrà rinnovata. Che cosa succederà nel 2023?

Certezze non ve ne sono, ma è praticamente scontata una totale dismissione delle onde medie analogiche (forse con
la possibile eccezione delle low power AM?) mentre per l'FM era sostanzialmente previsto che avvenisse come in Norvegia,

switch-off a favore della radio digitale DAB.

designate the rusty patched bumble bee as an endangered species.

The U.S. Fish and Wildlife Service, a branch of the Interior
Department, in September proposed bringing the bee under federal
safeguards.

The rule formalizing the listing of the vanishing pollinator,
once widely found in the upper Midwest and Northeastern United
States, was published in the Federal Register on Jan. 11 and was
to take effect last Friday.

The Natural Resources Defense Council (NRDC) said the listing has
been delayed until March 21 as part of a broader freeze ordered
by Trump's White House on rules issued by the prior
administration aimed at protecting public health and the
environment.

The group argued in a lawsuit filed in the U.S. District Court
for the Southern District of New York that U.S. wildlife managers
had violated the law by abruptly suspending the bumble bee
listing without public notice or comment. They said the rule
technically became final when it was published in the Federal
Register.

The lawsuit seeks to have a judge declare that the U.S. Fish and
Wildlife Service acted unlawfully and to order the agency to
rescind the rule delaying the bumble bee's listing.

"The science is clear - this species is headed toward extinction,
and soon. There is no legitimate reason to delay federal
protections," Natural Resources Defense Council senior attorney
Rebecca Riley said in a statement.

The U.S. Fish and Wildlife Service could not immediately be
reached for comment.

Bumble bees pollinate wildflowers and about a third of U.S.
crops, from blueberries to tomatoes, according to the Xerces
Society for Invertebrate Conservation.

The bee's population and range have declined by more than 90
percent since the late 1990s due to disease, pesticides, climate
change and habitat loss, according to wildlife officials.

The insect is one of 47 varieties of native bumble bees in the
United States and Canada, more than a quarter of which face the
risk of extinction, according to the International Union for the
Conservation of Nature.

In September, seven varieties of yellow-faced bees in Hawaii
became the first such insects to be added to the U.S. list of
endangered species because of losses due to habitat destruction,
wildfires and the invasion of nonnative plants and insects.

India Puts Record 104 Satellites in Space

NEW DELHI - An Indian rocket blasted off Wednesday morning from
Sriharikota in eastern India putting a record 104 satellites into
space in a single launch, surpassing Russia’s previous feat of
launching 37 satellites one year ago, according to India’s space
agency.

The launch also marked a milestone in the country’s efforts to
emerge as a serious contender in the multi-billion dollar global
commercial space industry by slashing costs.

Besides a 714 kilogram earth observation satellite, the others
were mostly nano satellites — those weighing up to 10 kilograms.
A majority of these small satellites came from customers in the
United States, others from countries such as Kazakhstan, the
Netherlands, Switzerland and the United Arab Emirates.

The nationally televised launch showed scientists applauding
successive stages in the mission control room.

Calling it a “great moment” for the Indian Space Research
Organization, Associate Project Director B Jayakumar said, “as
you know doing something new in an innovative way, successfully
is always a passion for ISRO people.”

Low-cost program

India’s space program has focused heavily on low-cost access to
space. The ability to put a larger number of satellites in space
in a single launch brings down the cost significantly, which
could help the country grab a larger slice of the commercial
launch market, analysts say.

“Doing record-breaking launches in one go does clearly highlight
India’s advancement as well as the sophistication to do a lot
more maneuvering in India’s space program,” said Rajeswari Pillai
Rajagopalan, a space analyst from New Delhi’s Observer Research
Foundation. Pointing out that it will inspire more confidence in
India’s space program, she said “A lot many more countries could
be approaching India to do their own space launches.”

The growing demand for more high-tech communication by countries,
as well as by private telephone, Internet and other companies,
has hugely boosted the demand for such launches. Last year, India
launched 75 satellites for foreign customers.

Prime Minister Narendra Modi tweeted “This remarkable feat by
ISRO is yet another proud moment for our space scientific
community and the nation. India salutes our scientists.”

India increased the budget for its space program this year and
allocated resources for a potential second mission to Mars and
its first to Venus in the coming years.

Astronomical Oddity Found

Astronomers have discovered what is thought to be the first white
dwarf pulsar to be found in the universe.

This astronomical oddity is located in a binary or two-star
system, identified as AR Scorpii, some 380 light years from
Earth.

White dwarfs are the remaining cores of medium mass stars that
have used up their nuclear fuel.

Pulsars, known as the lighthouses of the universe because they
emit powerful and bright pulsating beams of radiation, are
usually associated with rotating neutron stars, remainders of
massive stars that exploded in supernovae.

Der Flug wurde bei widrigen Witterungsbedingungen mit niedrigen Umgebungstemperaturen durchgeführt. Dies berichtete man bei "Antonov Airlines" in Facebook. Während der Landung des Flugzeuges herrschten Temperaturen von -29 Grad Celsius. Ikaluìt befindet sich am Ufer des Nordpolarmeeres (Arktischer Ozean).

On 4 February, 2017 ANTONOV #AN124-100? Ruslan that belongs to Antonov Airlines transported the world's biggest engine General Electric GE90 for the Swiss International Airlines Boeing 777-300ER emergency landed in Iqaluit, Canada.
To deliver this cargo, the aircraft controlled by the crew headed by Iakiv Syrovenko, performed ferry flight from Stansted, Great Britain, to Zurich, Switzerland. There the engine, weighting over 8 t, was loaded into the Ruslan. The loading operation had to be performed very precisely because of the cargo’s big dimensions. Nevertheless, the technical crew headed by load master Valentyn Dobrogorsky fulfilled it perfectly. The Ruslan with the cargo aboard flew from Zurich, a trip of more than 4,000 kilometers. It was operation under adverse weather conditions of low temperatures of ambient air. At the landing moment, the temperature was -29 Celsius degrees. It was the first appearance of Antonov Airlines’ Ruslan at Iqaluit airport. The engine replacement on #Boeing 777-300ER was started in a few hours after the AN-124-100M arrival.
GE90 - the world's largest in a family of high-bypass turbofan aircraft engines built by GE Aviation for the Boeing 777. According to online aviation sites, one such engine costs about $24 million.
