Cambodia Threatens Media Outlets, Using Trump as Justification

WHITE HOUSE - Cambodia's government has threatened to expel
several media outlets, including the Voice of America, and is
using U.S. President Donald Trump's criticisms of the press as
justification.

In a Facebook post Saturday, Phay Siphan, a spokesman for
Cambodia's cabinet, threatened to "take action" against the media
outlets, which he said are threatening the country's peace and
stability.

It appears to be the first time a foreign government has used
Trump's treatment of the me
dia as justification for its own
censorship activities - something press watchdog groups have
warned could happen.

Trump has called press coverage he dislikes "fake news,"
referring to it as "the enemy of the people." Last week, the
White House banned several organizations, including the New York

Times and CNN, from an informal press gaggle with Press Secretary
Sean Spicer. The White House argued it was trying to include more
reporters in the event, however the action drew strong criticism
from media outlets, which called it an insult to democratic
ideals.

In his Facebook post, the Cambodian spokesman appeared to
reference the White House's move to exclude certain media
organizations from the gaggle, saying it sent a "clear message"
that some journalists' reporting "does not reflect reality."

"President Donald Trump thinks that the news reported by these
organizations did not reflect the truth, which is the
responsibility of the professional reporters," the spokesman
said. "This means that freedom of expression must respect the law
and the authority of the state."

The spokesman specifically took aim at Voice of America and Radio
Free Asia, both U.S.-government funded broadcasters, as well as
the local Voice of Democracy, an independent, nonprofit radio
station.

Though Cambodia's constitution provides for a free press, most
media are indirectly controlled by the state and closely
monitored. The government of Prime Minister Hun Sen, who has been
in power for three decades, has in the past criticized VOA and
RFA, saying they were fomenting instability.

 

In his Facebook post, Phay Siphan accused the broadcasters of
being "foreign agents," and said they must "reconsider" their use
of airtime before the government takes unspecified actions.

The story was first reported by the Phnom Penh Post, an
independent paper based in the Cambodian capital. After the
warning was issued, the paper reached out to Phay Siphan, who
said any media outlet that doesn't follow the government's orders
would be expelled.

"Shut it down. Very simple. Expel them," he said.

In a statement, Jing Zhang, the acting director of VOA's East
Asia Pacific division, rejected the characterization of VOA as a
"foreign agent."

"VOA is a media organization that reports news in an objective,
fair and balanced manner," he said. "Millions of VOA listeners
and Facebook fans in Cambodia can attest to our journalistic
integrity."

The U.S. State Department replied to VOA's request for comment by
saying, "The United States has long supported freedom of the
press as fundamental to any democracy."

But some human rights groups and ex-diplomats warn that it may
not be the last time an authoritarian government cites the Trump
administration's behavior as justification for their own press
crackdown.

"It's hard enough to be a journalist in dictatorships like
Cambodia when the United States is setting a good example," Tom
Malinowski, the former U.S. Assistant Secretary of State for
Democracy and Labor, told VOA.

"Now every dictator who wants to ban media he doesn't like can
say, 'Trump does it so why can't I?'" said Malinowski, who served
under former U.S. President Barack Obama.

In October, the Committee to Protect Journalists, a nonpartisan
media rights watchdog, warned that Trump's presidency would
represent an "unprecedented" threat to press freedom.

"The consequences for the rights of journalists around the world
be far more serious," said the CPJ statement. "Any failure of the
United States to uphold its own standards emboldens dictators and
despots to restrict the media in their own countries."

White House officials have insisted that Trump respects freedom
of the press, saying he is only fighting against what they see as
unfair media coverage.

Spicer, Trump's chief spokesman, on Friday defended his decision
to bar several news organizations from the gaggle, saying he was
only trying to include, not exclude, more reporters.

"We had a pool and then we expanded it, we added some folks to
come cover it," Spicer said. He later added: "We are going to
aggressively push back. We're just not going to sit back and let,
you know, false narratives, false stories, inaccurate facts get
out there."

cash-strapped regime are being banned from watching foreign
television shows, with their sets fixed to receive only satellite
broadcasting from official sources in Pyongyang, sources say.

The move appears to have resulted from "strong requests" made by
North Korean authorities to Chinese employers in order to limit
the information given to workers on sensitive political subjects,
a source in China told RFA's Korean Service.

"Most companies that hire North Korean workers provide only
satellite broadcasting from the North Korean Central TV Station
at the workers' dormitories," RFA's source said, speaking on
condition of anonymity.

"The channel is fixed so that Chinese shows cannot be viewed,
even though the workers are present in that country," the source
said.

Also speaking to RFA, another source said that because of these
restrictions, North Korean workers in China have no opportunity
"to learn outside information."

For example, many know nothing about the murder in Malaysia
earlier this month of national leader Kim Jong Un's estranged
half-brother Kim Jong Nam, the source said.

Kim Jong Nam, a purported advocate for political reforms in North
Korea and open critic of the regime, died on Feb. 13 on his way
to a hospital after being attacked with a chemical spray as he
prepared to board a flight from Kuala Lumpur to Macau, in China.

Malaysian police have arrested four suspects, including a North
Korean national, as suspects in the crime, and have said that
four other North Koreans wanted in connection with the case fled
the country on the day Kim died.

Movements also restricted

In a bid to prevent news of the killing from reaching North
Korean citizens, restrictions appear also to have been imposed on
the movements of North Korean traders hoping to travel into China
on business or to return to North Korea, sources on the border
say.

North Korean restaurant workers in China have meanwhile been
forbidden from traveling in groups outside their place of
employment for fear they may defect, sources said.

In April 2016, a North Korean restaurant in the eastern Chinese
port city of Ningbo made international headlines when 13 staff
members escaped to South Korea to seek asylum-a mass defection
that Pyongyang condemned as an "abduction" by Seoul's agents.

Restaurants in Chinese cities like Shenyang and Dandong near the
North Korean border also suffered downturns last year as North
Koreans working in cross-border trade began to avoid them,
fearing that agents of the regime would watch them there and
monitor their movements.

Few complain over ABC decision to switch off short-wave in NT

Just 14 people in the Northern Territory complained to the ABC
about its decision to switch off its short-wave service.

"Fewer than 15 people located in the Northern Territory have
contacted us since we made the announcement," ABC managing
director Michelle Guthrie told a senate estimates committee.

"The impact we have seen over the past three months is very clear
by the number of people who have contacted us."

The Senate Communications committee said it had 52 submissions,
and the only submission in support of the decision to axe the
service was the ABC's own.

Ms Guthrie said the ABC would not reverse its decision.

Victorian Nationals Senator Bridget McKenzie strongly disagreed
with the decision to axe short-wave because it left remote rural
communities including farmers and fisherman unable to access ABC
services. "It works and has a utility for people and until
something supersedes it surely we stick with it?" she asked.

David Pendleton, the ABC's departing chief operating officer said
short-wave was "not a reliable technology going forward" and the
ABC said many broadcasters around the world were shutting
short-wave services.
Northern Territory short-wave service cost the ABC $1.2m a year,
the international short-wave service cost $2.8 million each year.
The budget savings would be transferred into digital services and
content, the ABC said.

The ABC said other states and territories do not have an ABC
short-wave service.

It also pointed out that there were 22,000 active decoders for
Viewer Access Satellite Television (VAST) in the Northern
Territory, as well as AM and FM radio which people could access
instead of short-wave.

"We go to VAST being a stopgap here and it's simply not true."
Senator McKenzie said. "You didn't talk to the people."

"The continued provision of short wave service for a long
contract is not in the best interest of efficient operation of
ABC budget," Ms Guthrie said.

Nayif-1 Amateur Radio Satellite Transmits Message from Dubai's
Ruler

The Nayif-1 Amateur Radio satellite is beaming a message from
Sheikh Mohammed bin Rashid, Vice President and Ruler of Dubai -
the first to be transmitted by the new satellite. AMSAT-NA has
designated Nayif-1 as OSCAR EO-88. The message in Arabic says,
"The renaissance of peoples, nations and civilizations starts
with education; and the future of nations starts at their
schools."

Launched on February 15, the Nayif-1 satellite includes a full
FUNcube communication package. It carries a U/V linear Amateur
Radio transponder for SSB and CW and a telemetry transmitter.
Nayif-1 was a joint project of the Mohammed bin Rashid Space
Centre (MBRSC) and American University of Sharjah (AUS). The
United Arab Emirate's first nanosatellite, Nayif-1 was developed
by Emirati engineering students from AUS under the supervision of
a team of engineers and specialists from MBRSC.

Telemetry is on 145.940 MHz, 1.2 kb BPSK (FUNcube standard). The
SSB/CW transponder uplink passband is 435.045-435.015 MHz, and
the downlink passband is 145.960-145.990 MHz.
